Days after two teenagers were accused of trying to start small brush fires in Escondido, prosecutors decide not to file charges in the case

Two teens were arrested Thursday after Escondido police said they started at least two brush fires as several destructive blazes burned across the county.

Escondido police Lt. Neal Griffin said 19-year-old Isaiah Silva of Escondido and a 17-year-old juvenile matched the description provided by someone who called in a tip about two people setting small fires near South Escondido Boulevard and at Kit Carson Park.

Griffin said evidence found on Silva and the juvenile, as well as statements they gave while in custody, further confirmed that they were responsible.
 
However on Tuesday, prosecutors said they would not be pursuing charges saying only that they can file charges when they believe they can prove them beyond a reasonable doubt.
 
The juvenile suspect had a detention hearing at 9 a.m. Tuesday.
 
A court spokesperson confirmed the hearing but could not reveal details on the charges filed based on laws regarding juvenile detention hearings.
