All lanes were briefly blocked on I-15 northbound near Camino Del Norte and Carmel Mountain Road due to police activity. Police reopened all lanes around 4:30 p.m.
The incident started when a National City police officer stopped a vehicle for a traffic violation and the suspect drove away leading police through San Diego County and eventually reached the Poway area.
The suspect collided with several other vehicles and the car became too damaged to drive.
The suspect did not own the car. The suspect also has a history of minor offenses.
The car's registered owner has a criminal record, including homicide, according to National City police.
