Why did a North County city put its top cop on administrative leave?

There are more questions than answers behind the decision about Carlsbad Police Chief Tom Zoll. Capt. Mike Shipley took over Zoll's role in a fill-in capacity on March 18.

City Communication Manager Kristina Ray described the situation to the paper as a :personnel matter" but did not offer details.

"I can't say anything related to a police personnel matter," Ray told the North County Times, adding that under state law cities can give out less information about police officers than other city employees. "The California law is very, very restrictive when it comes to police officers."

City Councilman Keith Blackburn said Zoll was on "leave pending an investigation," the San Diego Union-Tribune reported.

Zoll, who became chief of police in the largely sleepy city in 2003, declined to discuss the topic with the Union-Tribune.
