Public Alerted: Violent Sex Predator Released

Abuse dates back decades

The public was alerted Friday as an 81-year-old convicted sexually violent predator moved into his new house in rural Boulevard, said San Diego County sheriff's spokesman Lt. Phil Brust.

John Paul Norman is now living at 1643 Jewel Valley Road. He was described 5 feet 11 inches and 150 pounds, with gray hair and brown eyes.

Norman has convictions for child molestation in Illinois in 1976 and Colorado in 1988. He has also been convicted twice in California for distribution of child pornography in 1995 and 1998. His victims were all young males, ages 11-17.

Norman's request to move into the house was approved Nov. 3 by Superior Court Judge David Gill. Norman had participated in the Department of Mental Health's in-hospital sex offender treatment program for six years and was ready for release on an outpatient basis, the judge said.

Boulevard residents opposed the release and said their community has become a dumping ground. There are no known parks or other youth-oriented facilities within two miles of Norman's residence, which is 59 miles east of San Diego.
