Oceanside Shooting Leads to Standoff

Suspect fired a semi-automatic rifle at another man on a bike

A man fired a semi-automatic rifle at another man in Oceanside Monday, leading police to a brief standoff inside a nearby home.

The shooting occurred just before 2 p.m. in the 200 block of South Ditmar Street, according to officials with the Oceanside Police Department.

The two men involved were riding bicycles when they began to argue. One of the men pulled the rifle from a canvas bag and began shooting at the ground near the other man.

The suspect, later identified by police as 31-year-old Ryan Smith, fled to his parents' home several blocks away from the shooting. He does not live in the home with his parents, according to a statement from the Oceanside Police Department.

The victim, 32-year-old David Mitchell, was not injured, and was able to report the shooting to a motorcycle officer. Police located Smith inside the house and attempted to call him out.

Smith did not cooperate for about an hour. Just after 3:30 p.m., Smith's mother exited the home with the rifle in a canvas bag for police.

The gun was a loaded AR-15 rifle. Police do not know yet who the gun belongs to, and are currently investigating.

Smith followed shortly after, surrendering to police. He was arrested and faces charges of negligent discharge of a firearm.
