California legislators approved driver licenses for illegal immigrants in a surprise move last night.
The bill was headed to Gov. Jerry Brown for his signature which he has said he will provide.
The cards will carry notification that it is only an ID for driving, and that it does not establish eligibility for employment, voting or seeking public benefits.
