Balfour Beatty Completes First Phase of $221.5 Million Detention Facility

The San Diego office of Balfour Beatty Construction recently completed the first phase of the two-phase, $221.5 million Las Colinas Detention and Re-entry Facility in Santee.

Company officials said Balfour Beatty is overseeing design-build services for the 45-acre county project, consisting of 25 buildings and 1,216 beds for intake of women inmates. The campus replaces an older 1960s-era complex and is built on existing and adjacent county-owned land.

The first phase finished ahead of schedule and on budget, said Brian Cahill, Southwest division president of Balfour Beatty Construction.

The 460,000-square-foot campus includes new housing and facilities for inmate receiving and transfer, medical treatment, visitation, recreation and dining. There are also religious and learning resource facilities, with related administrative and warehouse buildings.

Las Colinas also has a new entrance with expanded parking for staff and visitors. Green building materials and techniques were incorporated into the project, targeting LEED Gold certification.
