Detectives have finished the criminal investigation of Vista City Councilman Frank Lopez Jr.
The sheriff's department will present its findings to the district attorney on Monday, reports the North County Times. Lopez and his wife are accused of writing more than 100 bad payroll checks to employees of their Mexican restaurant. The question is: Did they know the checks were bad when they were written?
If so, that's a felony. The DA's office will make the determination on whether to file charges
