A truck parked illegally in a bike lane led to a fatal collision on Eastlake Parkway early Tuesday, police said.
Chula Vista police (CVPD) said the collision occurred at 5:15 a.m. between Fenton Street and Otay Lakes Road. The driver of a silver Hyundai was killed.
During a vigil Tuesday night, family identified the deceased as 20-year-old David Cabrales.
"It's painful," said David's cousin Yanel Cardenas. "My heart right now is destroyed. I'm broken right now."
David's brother Ivan made an emotional statement in a social media post in Spanish saying, "You will always be the brother I love with all my heart."
Officers are investigating whether the truck driver will be cited.
"Apparently he parked his vehicle in the bike lane there to go up to the Jack-in-the-Box," said Sgt. Eric Tarr, Chula Vista Police Traffic Division.
"That’s not parked legally. That’s a bike lane, a marked bike lane," Tarr added.
A witness who exercises in the area told officers the truck has been parked in that location before, Tarr said.

The truck driver was on the scene taking images of the crash. When asked about why the truck was parked in the bike lane, the driver did not want to comment and told NBC 7 to talk to his insurance agent.
But the victim's brother shared his thoughts about the driver's illegal parking job.
"Follow rules. If he wouldn't have been there, it would be something totally different," Ivan said.
The company is conducting an internal investigation and will wait for the police report.
In an earlier interview, CVPD suggested the driver killed in the crash worked at a store near the scene. NBC 7 has not confirmed this information.
The Cabrales family has launched an online page to raise money help with the costs of a funeral. The page identifies David as a 2015 graduate of Castle Park High School and a student at Southwestern Community College.
