Custodial Worker Accused of Hiding Camera in Anaheim City Hall Bathroom

The suspect had access to numerous city buildings for the purposes of cleaning, police said

A Southern California custodial worker is accused of planting a camera and recording females in the women's bathroom of the Anaheim City Hall, the Anaheim Police Department announced Thursday.

Simon Carbajal Rosales, 24, was arrested May 23 while he was working at Anaheim City Hall, police said. A city employee found a digital camera in the women's restroom and told her boss what she found.

"While they were there conducting their investigation and determined that the device was in fact a small digital camera, a male actually came back to the bathroom," Anaheim Police Lt. Bob Dunn said. "He was dressed as a custodian, had the signage to close down the bathroom."

Rosales was an employee of an outside custodial services provider and has been a contracted custodian for the past two years. During that time, he had access to numerous city buildings for the purposes of cleaning, police said.

"We are attempting to identify any victims, either from city employees or the public. Once we identify victims, then we will be in contact with those victims personally and then we will continue our investigation that way," Dunn said. "But the very first thing we need to do is sift through those photos."

Rosales was allegedly in possession of a controlled substance and under the influence at the time of his arrest, police said.

Rosales has since made bail, but the amount was not immediately known.
