Carmen Policy is back to settle some "unfinished business"

The NFL wants to be in Los Angeles. The Chargers and Raiders want it to be in Carson. The Rams want it to be in Inglewood. If there's a Wild Card in this whole thing, it's a man who has not been a part of professional football in more than a decade.

Carmen Policy last worked for the Browns in 2004. But he's never really gotten over a few failed attempts to build a new NFL facility in L.A. Now he's on the Chargers side and might be the presence that tips the balance of power in favor of the Bolts and moves them out of San Diego.

NBC 7's Derek Togerson spoke to Policy at the NFL owners meetings in Chicago to learn why so many people think Carson is the front-runner to land the new stadium, and the Chargers.
