Contador, 28, learned of the decision by the cycling federation RFEC to seek a one-year suspension on Wednesday. He has 10 days to appeal before a final decision is made, according to Spanish newspaper El Pais.
Contador's spokesman and the RFEC could not immediately be reached for comment.
Contador, who has been provisionally suspended since August, tested positive for the banned anabolic agent clenbuterol during last year's Tour victory. He claimed the result was due to to contaminated meat.
