Grand Jury Suggests Ballot Measure to Ammend Charter: Report

Months after Bob Filner stepped down as San Diego's mayor amid a sexual harassment scandal, the county grand jury is proposing a change that would make it easier to remove elected officials from office.

According to U-T San Diego, the grand jury issued a report Thursday recommending a ballot measure that would allow voters to amend the city charter.

There is no specific charter provision for removal of a mayor or council member other than death, resignation or recall. The jury wants the city to specifically add a misdemeanor or felony conviction involving moral turpitude as cause for removal.

Filner pleaded guilty in October to one felony count of false imprisonment and two misdemeanor battery charges tied to the claims of sexual harassment and groping lodged against him.
