Two Wanted in Drug Ring Bust

Fifteen people were named in federal indictments Tuesday, accused of distributing methamphetamine and other narcotics.

The arrests are the result of a two-year investigation, called “Operation Setting Sun,” that targeted the Tiny Oriental Crips (TOC), an Asian street gang active in San Diego.

Among the defendants are two fugitives.  Marla Lee Caniglia, 30, of San Diego is described as 5'6" and 130 pounds. Sean Michael Smith, 30, also of San Diego is described as 5'10" and 200 pounds.

Other defendants include Chansamone Phrakousonh (aka Kilay) of Escondido; Vilapheth Phrakousonh (aka Hammer) of Murrieta; Boualivanh Phrakousonh, Khampha Phrakousonh, Kinnalone Phrakousonh (aka Ting or Jenny), Noy Bouchaleun, Khamla Phomphila, Justino Rochin III (aka Chino), Amanda May Vue (aka May Choua Vue) and Anthony Vang (aka Shoua Vang) all of San Diego; Kenny Bedoya of Perris, Calif.; Sai Yang of Sheboygan, Wisc. and Nang Chang of Wausau, Wisc.

FBI agents worked with San Diego police, Immigration and Customs Enforcement as well as law enforcement in Milwaukee, Wisconsin.

Charges include conspiracy to distribute methamphetamine and drug distribution charges. Suspects are scheduled for arraignment Wednesday, August 19.
