The suspicious items found at 2415 San Diego Ave. in Old Town just before 10:30 a.m. turned out to be bags left by transients, according to San Diego Fire Department spokesperson Maurice Luque.
Two camouflage-print bags had been found leaning against a light pole on the balcony of a commercial building.
A bomb/arson squad took about 45 minutes to investigate, according to officials.
