San Marcos officials are taking the heat for keeping a fire-risk map a secret for five years, according to a report in the North County Times.

The color-coded map shows varying degrees of risk to residents from catastrophic wildfires. It includes two neighborhoods judged to be in extreme danger of property loss, death or injury. Although they didn't release the map, officials said they did try to convince at-risk residents of the need for a second road. Most of them, however, rejected the idea.

Officials feared insurance companies would use the information to justify dropping policies or hiking rates, the paper reported.
