Northbound lanes of Texas Street north of Madison Avenue were shut down around 1:15 p.m., Hassen said. City water department spokesman Arian Collins says the lanes are expected to open by 7 p.m.

Texas Street is the only surface street that carries traffic out of North Park, University Heights and Normal Heights down the hill into Mission Valley and Interstate 8.

Collins says a leak in a service line started the problem.

Water service is also shut down to three apartment complexes and at least two businesses in the area until about 5:30 p.m.
