Man Charged in Chula Vista Killings: PD

Luis Alberto Ruiz, 27, is facing murder charges in the deadly July 9 shootings of victims Roberto Soria, 25, and Pamela Burgos, 24

Police have charged a man in connection with the slayings of two victims gunned down on the streets of Chula Vista more than two months ago.

Luis Alberto Ruiz, 27, is facing murder charges in the deadly July 9 shootings of victims Roberto Soria, 25, and Pamela Burgos, 24, the Chula Vista Police Department (CVPD) confirmed.

The CVPD, working together with the San Diego Police Department and San Diego District Attorney’s Office, officially charged Ruiz Friday. The suspect was already in custody on an unrelated matter when he was booked for the killings. The CVPD says Ruiz will be arraigned in court on Sept. 16.

According to investigators, both victims were shot to death on July 9 between the hours of 11 p.m. and midnight about two-and-a-half miles away from one another.

At around 11 p.m., officers were called to the 2600 block of Gould Lane in the Palm City area to investigate reports of gunfire. When they arrived, they discovered Soria and a second 22-year-old victim in the street suffering from gunshot wounds.

Both men were taken to a local hospital, but Soria died shortly thereafter. The second victim is still recovering from his injuries, police said.

About one hour after that deadly shooting, Chula Vista police officers were called to investigate reports of a shooting in the 300 block of Quintard Avenue near Third Avenue and Palomar Street. There, officers found Burgos had been shot to death in the middle of the street.

Burgos was shot three times in the head and chest while walking with her boyfriend. The killing shook up the neighborhood and left residents anxious for answers and concerned for the safety of the area.

At first, investigators could not confirm if the shootings were connected. Now, officials say Ruiz is responsible for both killings.

The CVPD said the investigation is ongoing. Anyone with information on these murders should call the CVPD’s non-emergency line at (619) 691-5151, the Help Solve a Crime Tip Line at (619) 422-TIPS, or Crime Stoppers at (888) 580-8477.
