The fight, which turned into a mini-melee, was caught on video and posted on YouTube.
Witnesses say taunting by Johnson's friends, including fellow officers, got out of hand at the end of the fight.
Trash talk turned into a shouting and shoving match; and at least one chair was thrown.
No one was hurt.
The spokesman for the Oakland police said there will be an internal investigation.
"Any time we are in the public eye, we need to conduct ourselves in a professional manner," Jeff Thomason told the Contra Costa Times. "At this time there is not enough information to comment on what may or may not have happened."
