The San Diego City Council passed a plan Tuesday that would allow community groups to recommend rates for parking meters.
The plan uses high-tech meters with flexible pricing systems, ranging from 25-cents an hour to $2.50 per hour.
It could also extend the hours drivers would need to feed the meter. The goal is to raise an additional $1 million a year.
