Escondido Police describe him as a "cellphone pervert" - a man arrested Thursday for using his phone to capture images of what's underneath a woman's skirt.
"I've never seen it before where it was this brazen, and this gutsy," said Lt. Craig Carter.
Officers were notified by security personnel at a store in Escondido on Thursday after workers noticed what was happening.
"The workers did an excellent job of noticing this guy and called us immediately," said Lt. Carter.
In the surveillance video you can see a man hovering over at least three women and when they're backs were turned, he quickly put his cellphone camera up their skirts and took photos.
"The women had no idea,"Lt Carter said.
Officers arrived and arrested Juan Ramirez Chavez, 41, an illegal immigrant who lives in Escondido.

He is now in the custody of Immigration and Customs Enforcement facing several criminal charges.
There is also another ongoing case involving a man who is doing the same thing. Investigators are hoping to get him in custody soon.
Lt. Carter is warning all women to be aware of their surroundings. "If you see anyone hanging around you, keep an eye on them."
