When it comes to funding, California is ranked 22nd for funding per child. When it comes to enrollment, California is 26th for percent of 4-year-olds enrolled.
"Despite evidence that CA state preschools raise school readiness substantially, it serves only 13 percent of 4-year-olds, and inflation adjusted spending per child is at its lowest since 2002," according to the report.
Early education programs across the nation are struggling to serve all the children who qualify for them as states slash budgets and family incomes fall. Twelve states provide no state-funded preschool, according to the report.
