For thousands of Americans, the check was in the mail and now it's still waiting to be cashed.
The IRS is looking to return more than $11 million to Southern California taxpayers for either regular tax refunds or economic stimulus payments that have been returned back to IRS as undeliverable. Close to 15,000 checks are waiting for the correct address.
