Small businesses counselors say entrepreneurs have not been able to get loans to fund their businesses, but some organizations are still lending, including ACCION San Diego.
ACCION is a non-profit "micro-lending" organization, providing loans to small business owners between $300 to $35,000.
"We have 350 clients and about $2 million in outstanding loans. But our losses to bad loans are 7.5 percent," said Robert Lopez, director of lending at ACCION San Diego.
Interest rates on the loans generally range from 12 percent to 18 percent.
