Police Won't Release 911 Tapes Of Mom, Son Shooting

OCEANSIDE, Calif. -- The Oceanside Police Department refuses to release recordings of 911 emergency calls placed after an off-duty San Diego policeman allegedly shot a woman and her 8-year-old boy.

Oceanside resident Rachel Silva, 28, and her 8-year-old son were both shot by off-duty San Diego police Officer Frank White at about 9 p.m. on March 15. Oceanside police have said that they believe the incident possibly began as road-rage and that White said he feared for his life. White has been on paid administrative leave since the incident.
The North County Times newspaper was denied a request for copies of the 911 calls placed by White's wife, Jacqueline, and Silva. White allegedly shot Silva and her son in the parking lot of an Oceanside Lowe's store.Oceanside police are investigating the shooting and little information has been made public.City Attorney John Mullen wrote the North County Times that the 911 tapes won't be released, saying they "are part of the investigatory file in this matter and are therefore exempt" from Public Records Act disclosure rules.Previous Stories:
