Police Discuss Shooting Of Mom, Son

Officials from the Oceanside Police Department discuss an investigation on Thursday involving an incident in which a mother and her young son were shot by an off-duty police officer.

The North County city's police officials plan on holding a news conference at 1 p.m. on Thursday.

Oceanside resident Rachel Silva, 28, and her 8-year-old son were both shot by off-duty San Diego police Officer Frank White at about 9 p.m. on March 15. Oceanside police have said that they believe the incident possibly began as road-rage and that White said he feared for his life. White has been on paid administrative leave since the incident.

Silva said Wednesday that she could only recall parts of the incident. She was shot twice in the arm; her son was shot once in the leg.

Also on Thursday, San Diego police Chief William Lansdowne discussed the case with NBC 7/39.

Lansdowne spoke in general terms about the incident.

"[The policy] clearly says that if possible, an officer is asked to be a good witness and notify the on-duty personnel," Lansdowne said. "If that is not possible because they're in extreme danger and there is a possibility of serious injury or death, then they can take enforcement, and they have the authority and power to do that.”

Off-duty police officers should be a good witness first, and take action second, according to a San Diego County-wide policy instituted last May.

The policy was instituted after an shooting in September 2006. Off-duty Coronado Officer Aaron Mansker shot former Chargers linebacker Steve Foley in Poway near his home after a lengthy pursuit.

Lansdowne said Thursday that this is the first off-duty shooting that he knows of in San Diego County since the Foley shooting and that it's the first time he has dealt with an off-duty shooting in his five-year tenure at the department.

Oceanside police Lt. Fred Armijo said earlier this week that the investigation could last for a couple more weeks. Lansdowne said he would wait until Oceanside police finish the investigation before looking into whether or not White acted properly.

The area of the Lowe's home-improvement center parking lot where the incident occurred is still cordoned off nearly two weeks after the shooting.
