No Real Punishment for Late Budgets

Last year, California voters approved new rules that were supposed to withhold pay from legislators when the budget is late. But it turns out the rules have little teeth. That's because all that is required of the legislature is passage of a budget bill -- not a balanced budget or a final budget that is signed by the governor.
