Legislative Analyst Unloads On High-Speed Rail

The non-partisan Legislative Analyst's Office is out with a withering critique of the state's high-speed rail system.

The report suggest that the state may want to abandon the project because of a lack of resources and poor money. But if the legislature wants to move forward, the report suggests big changes, including renegotiating rules on how federal money is spent, starting with something other than a stretch of the Central Valley line, and stripping the authority overseeing high-speed rail of decision-making power.
